Maatschappelijke Raad Schiphol: luchtvaartmedewerkers verdienen ook een stem! 

Schiphol is tegenwoordig veel in het nieuws; vrijwel alles boven en rondom onze nationale luchthaven leidt tot discussies en maatschappelijke onrust. Een belangrijk onderwerp is de krimp van Schiphol en het verminderen van het aantal vluchten, iets wat velen van jullie niet onbekend zal voorkomen. Eén van de organisaties die hierover adviseert, is de Maatschappelijke Raad Schiphol (MRS). Maar wie zitten daar eigenlijk in, en is de samenstelling wel eerlijk?

Eenzijdige samenstelling
De MRS geeft gevraagd en ongevraagd advies aan de minister van Infrastructuur en Waterstaat over de leefomgeving rond Schiphol. De raad bestaat uit omwonenden, maatschappelijke organisaties en experts en heeft als missie om de leef kwaliteit in de regio te verbeteren door overlast terug te dringen. De focus ligt sterk op de krimp van Schiphol, omdat dit de hinder zou verminderen.

De kern van de MRS wordt gevormd door tien bewonersvertegenwoordigers en hun plaatsvervangers, aangevuld met vier maatschappelijke organisaties. Maar wie er níét in zitten, zijn de mensen die direct in de luchtvaart werken. VNC en andere KLM-bonden hebben herhaaldelijk geprobeerd om in gesprek te komen met de MRS en om zitting te krijgen in de raad. Tot op heden hebben we daar geen enkele reactie op ontvangen.

Omwonenden wél, luchtvaartmedewerkers niet?
De MRS is opgericht om omwonenden een sterkere stem te geven, omdat zij bij eerdere overlegstructuren zoals de Alderstafel onvoldoende gehoord werden. Dat is begrijpelijk. Maar dat betekent ook dat er een breed scala aan omwonenden vertegenwoordigd zou moeten zijn. Schiphol is niet alleen een vliegveld, maar ook een werkplek voor tienduizenden mensen. Veel van hen wonen in de regio en hebben óók belang bij een goed functionerende luchthaven.

Opvallend genoeg mogen omwonenden die zich inzetten voor actiegroepen tegen de luchtvaart wél deelnemen aan de MRS, terwijl omwonenden die in de luchtvaart werken of lid zijn van een pro-luchtvaart belangenvereniging expliciet worden uitgesloten. Zij mogen geen zitting nemen in de raad vanwege een vermeend belangenconflict. Dit is inconsequent en leidt tot een eenzijdige vertegenwoordiging.

Daarom hebben enkele Kamerleden een motie ingediend om de MRS toegankelijker te maken voor een breder scala aan belanghebbenden. De VNC onderschrijft het belang van een evenwichtige en eerlijke samenstelling van de raad. Schiphol is van groot economisch en maatschappelijk belang voor Nederland. Een adviesraad die invloed uitoefent op de toekomst van de luchthaven zou niet alleen de overlast moeten belichten, maar ook de bredere impact en belangen moeten meewegen.

Voor een duurzame én eerlijke toekomst
De VNC zet zich, zowel zichtbaar als achter de schermen, in voor de belangen van onze vliegende leden. Wij steunen verduurzaming van de luchtvaart en zijn voorstander van schoner, stiller en zuiniger vliegen. Maar een toekomstbestendig Schiphol begint bij een eerlijke en evenwichtige besluitvorming. Daar hoort een adviesraad bij die álle betrokkenen vertegenwoordigt – niet alleen de critici, maar ook de mensen die afhankelijk zijn van de luchthaven voor hun werk en bestaan. Een Maatschappelijke Raad Schiphol zonder luchtvaartmedewerkers is niet alleen oneerlijk, maar ook een gemiste kans op breed gedragen en goed onderbouwd luchtvaartbeleid!

Schiphol is a Hot Topic: Is the Social Council Schiphol (MRS) Fairly Composed?

Schiphol has been making headlines frequently; almost everything above and around our national airport sparks discussions and societal unrest. A key topic is the downsizing of Schiphol and the reduction of flights, something many of you are undoubtedly familiar with. One of the organizations advising on this matter is the Social Council Schiphol (MRS). But who exactly are its members, and is its composition fair?

A One-Sided Composition
The MRS provides both solicited and unsolicited advice to the Minister of Infrastructure and Water Management regarding the living environment around Schiphol. The council consists of local residents, social organizations, and experts, with the mission of improving the quality of life in the region by reducing disturbances. The focus is heavily on downsizing Schiphol, as this is believed to reduce nuisance.

The core of the MRS is formed by ten resident representatives and their deputies, supplemented by four social organizations. However, notably absent are individuals who work directly in aviation. VNC and other KLM unions have repeatedly attempted to engage in discussions with the MRS and to obtain a seat on the council. To date, we have not received any response.

Residents Allowed, Aviation Employees Not?
The MRS was established to give residents a stronger voice, as they were insufficiently heard in previous consultation structures such as the Alders Table. That is understandable. However, this also means that a broad range of residents should be represented. Schiphol is not just an airport; it is also a workplace for tens of thousands of people. Many of them live in the region and also have an interest in a well-functioning airport.

Strikingly, residents who support activist groups against aviation are allowed to participate in the MRS, while residents who work in aviation or are members of a pro-aviation interest group are explicitly excluded. They are not allowed to take a seat on the council due to an alleged conflict of interest. This is inconsistent and results in one-sided representation.

For this reason, several Members of Parliament have submitted a motion to make the MRS more accessible to a broader range of stakeholders. The VNC supports the need for a balanced and fair composition of the council. Schiphol is of great economic and social importance to the Netherlands. An advisory council that influences the future of the airport should not only highlight the disturbances but also take into account the broader impact and interests.

For a Sustainable and Fair Future
The VNC actively advocates for the interests of our flying members, both visibly and behind the scenes. We support the sustainability of aviation and are in favor of cleaner, quieter, and more efficient flying. But a future-proof Schiphol starts with fair and balanced decision-making. This requires an advisory council that represents all stakeholders – not just the critics, but also those who rely on the airport for their jobs and livelihoods. A Social Council Schiphol without aviation employees is not only unfair but also a missed opportunity for well-founded and broadly supported aviation policies!
